Who You’ll Work With
Clients work directly with the firm’s attorney. We do not separate judgment from execution or delegate core advisory responsibilities. This ensures consistency, context, and a clear point of responsibility over time.
Our Approach
We are not a volume-driven practice, and we do not approach legal work as an exercise in risk avoidance alone. If a risk is material, we address it directly. If a risk is manageable, we help leaders take it intentionally.

Pharus Legal is led by Cesar Fishman, a California-based attorney with extensive experience advising organizations on complex legal and business matters across a range of operating environments.
Cesar has worked in both large law firm and in-house leadership roles, advising founders, business owners, executives, management teams, and boards on commercial matters, corporate governance, employment and people issues, compliance, and strategic decision-making. He has served in senior legal leadership positions, including as general counsel, supporting companies through periods of growth, investment, and operational change.
His experience includes guiding organizations through significant transactions, including mergers and acquisitions, scaling legal and compliance frameworks, managing cross-border risk, and working closely with private equity firms, portfolio company leadership, and boards where judgment, context, and execution are critical.
At Pharus Legal, clients work directly with Cesar. This ensures continuity, senior-level engagement, and clear accountability—without layers, handoffs, or unnecessary complexity.
